The true count is the running count divided by the number of decks (or the number of half-decks in some counting systems).
It sounds like you have a lot of very basic questions about card counting in general. You should try the FAQ which is stickied at the top of this thread, and pick up a few books at your local library or bookstore (there are suggestions for what books in the FAQ).
