It might have been changed, but wasn't one of the stipulations of the resort license supposed to be that you had to be a 'resort guest' such as registered at the hotel or patronizing another amenity to be allowed entry into the casino?

I'm not sure about this; has something like it ever been implemented? Seems like a good way to not make money.
 
I don't know if this is still attached to the 2 resort licenses or not, but I followed the Wyomissing one rather closely and it was included. Dinner at the restaurant or a show ticket would qualify also. Wyo Gaming had a bunch of other hoops to jump through that the up tight locals added to the original conditions after they were approved, so they eventually backed out. If the Valley Forge one actually happens, that should leave one more resort license out there for the taking in PA.

On page 6:
"a Category 3 license may only be granted upon the express condition that an individual may not enter the gaming area of the licensed facility if the individual is not a registered overnight guest of the established resort hotel or a patron of one or more of the facility's amenities;"

I agree it does sound like a way to not make money, and hopefully this will be revised once they get started.
 
So if someone buys a $1 candy bar, they're patronizing one of the amenities. In the offseason, they can also give away hotel rooms for minimal action in the casino.

Yeah, if they were to implement this silly rule to lose money, I'm sure there are easy enough workarounds, like often is with any silly law or rule.

Mt. Pocono has a golf course...

more my kind of amenity.

But I had zero problem getting into the casino, when I was camping
in the area.

VF isn't really a resort area, more historical. The golf course is gone.

I wonder what that "amenities" provision means, and how they would intend to get around it.

I suppose they could set up a half-assed "cinema" that loops old movies, charge everybody $1 to get in and give them a ticket to the movies, that would make them technically a patron of the cinema and not the casino.
