Penetration is how deep they deal into the deck/shoe. The more cards they deal, the deeper the penetration. Here is a link to an online Blackjack Encyclopedia where you can look up any words you don’t know:

6.5% into a deck, what does it mean?

That would mean they only deal 6.5% of the cards. Normally you should look for at least 75% penetration for shoe games.

And what do people think about the film '21' coming out. Will that attract more card counters to casinos, or just put people off?

There are 2 ways to represent pen. I think you put both of them into one. You can either say 6.5/8Decks which would be around 81% pen. But it's not put as 6.5% and Sonny covered that.
