I do not know why every thing went together. There should four columns : dealer up card, bust %, hand of 19 or better %, and win %.
Wizardofodds.com has a similar chart, his (her?) math is spot on.
Are there any mistakes?

if the dealer's upcard is an ace, the winning percentage for the dealer is less than 50% which depends on numerious factors. am i wrong?
I'm pretty sure you're wrong. Dealer ace is a very strong hand. It's very unlikely to bust, and essentially gets two tries at making a good hand.
A 33% win percentage for the player seems a little low in my opinion, but I'd bet that it's closer to 33% than to 50%.
I know that an ace give you or the dealer 51% chance.
