The PB came over, stopped the game and had the person fill out what I assume is a CTR. I thought it was for only $10K or above. Was that correct what the PB did?

Was it necessary? Probably not, unless that player had made several buy-ins during the course of the day. Was it correct? Perhaps, depending on what the PB's motives were. This all assumes it was a CTR.

The patron does not fill out a CTR. The casino does.

Seems odd. That's a pretty low amount to start giving someone the third degree. I've played in some casinos that start tracking at 3K.

Maybe he was just filling out the form to get a players card.

About ten years ago I bought in at the Stardust for 800$ PB asks if I want a players card. I said yes. As I'm pulling out my wallet to get ID. She hands me the form with a pen and wants me to fill it out. I just started laughing.
