Does anyone know how Snyder got his indeces from and how accurate they are?

Does anyone know how Snyder got his indeces from and how accurate they are?

I think his '83 original #s were sampling by replacement.
I'm partial towards algebraic-approximation.
OFIT would say that SIMMED are best.
