Less of a big deal than any of the other rules. Its value to a counter is always variable, based on the game and the spread, so you can't give a single number. The only way to know what it's worth to you personally is to simulate the two games, as you play them -- one with and one without RSA.

For the H17 6-deck game, RSA is worth 0.068% to the basic strategist, but that isn't really relevant to the discussion.
