Can a dealer choose which card is his up card?

I agree not playing is safer option. But showing best card all the time could be cat and mouse game. Once you start adjusting correctly. Dealer might start showing not optimal or random card. Another interesting scenario what if Dealer trying to help his accomplice by showing card to increase edge?

This is plain collusion and cheating. You could get arrested and convicted in many jurisdictions.

Only if player who in agreement whit dealer. If i just happened to be at table betting my usual amount I am not cheating.

This is not what you wrote at first: if Dealer trying to help his accomplice by showing card to increase edge?

Sorry I mean if I observing dealer open difrent up card to help his agent and take advantage what be my edge. Assuming dealer agent pay few hands close to table maximum and only bet 30$ a hand.
