Indian casinos are less regulated, so you are relying on the goodwill and reputation of the casino. In the early 1960's Vegas had plenty of cheating. I recall some prize drawings being rigged at the Venetian (in favor of high rollers with big losses). But think about where you have most recourse: A Vegas chain, a small rural Nevada casino, a small Caribbean island casino, an Indian casino, and an underground house game.
Offhand, a false riffle doesn't seem like a good tool to cheat players.
