Cs on cruise ship

I was playing bj on a cruise ship & they had changed to all cs since the last cruise i was on. I made the kidding statement> well", so much for counting,guess i'll just have to practice . No smile from the dealer. He said sir they don't allow that in this casino!! Am i missing something? Why would they care? Could it be that the dealer was repeating rule from when they dealt from a shoe.
