Online gambling is not illegal at the federal U.S. level. I don't think this is correct. I believe that the UIGEA only applies to illegal transactions, and I believe there have been some cases on this. I re-read the law recently, and it only says that transactions for "illegal gambling" are banned. What is illegal is if a U.S. monetary instituation willingly knows they are sending funds to a gambling establishment...say if i want to use my bank ATM card to go play poker or bj online. The bank can get fined. The law is real loose, and banks put in meager checks, but casinos get around them by setting up a shelter so the transaction isnt posted to a gambling site, say just an account in some european bank.
