In CA, the card rooms have to take a collection on each hand played. Either the player or player/banker pays. The house does not bank the game in these places. Rather a well funded player/banker banks the game and covers all bets.

If you notice there is always someone sitting at 1st or 3rd base.

If you wanted to bank the game you could (for something like 2 hands).
