And yes, you can use one strategy for any #of decks and rules. Note however, if you generate indices with specified rules and number of decks in mind, they will by nature, differ from the ones printed in the book, especially if a compromised strategy was used, even with the same deck resolution. Resulting in greater accuacy.
CVIndex is the only generator that I know of that will generate according to the exact method used by Mentor to calculate true counts. That is, using a specific table of multipliers. So, yes the indexes are likely to be more accurate.
