The expected payoff percentage (another word for this is "edge") is a function of much more than just the count you are using. When using the High-Low count the expected payoff percentage is not simply 1%. For example, one of the major components of your edge (or the % advantage you are achieving by properly using a mathematically sound counting system), is the spread between your minimum and maximum bets. You can increase your edge (expected payoff percentage) by increasing your bet spread.
As a matter of fact, you can achieve a higher edge with high-low than a more complicated count by increasing your bet spread. In summary, you do not compare counts by evaluating the edge, that 1% number you found is not always correct. You compare them by PE/BE/IC.
The conditions under which you use the count, such as bet spread and the rules of the game you are playing, determine the edge. Some blackjack games have rules that make it unbeatable, even if you are properly counting.
