I have some questions about the preferred strategy and full strategy matrix. I noticed there are some overlap for different player's hands vs dealer's upcard
In the Preferred strategy matrix:
Hard 16 vs 9: If RC is greater than or equal to +4, then stand. Otherwise hit.
Hard 16 vs 10: If RC is greater than or equal to -4, then stand. Otherwise hit.
Hard 15 vs 10: If RC is greater than or equal to +4, then stand. Otherwise hit.
Hard 13 vs 2: Revert back to Basic strategy
Hard 12 vs 2: If RC is greater than or equal to +4, then stand. Otherwise hit.
Hard 12 vs 3: If RC is greater than or equal to +4, then stand. Otherwise hit.
Hard 12 vs 4: Revert back to Basic strategy
11 vs A: If RC is greater than or equal to +4, then Double Down. Otherwise hit.
10 vs 10: If RC is greater than or equal to +4, then Double Down. Otherwise hit.
10 vs 8: If RC is greater than or equal to +4, then Double Down. Otherwise hit.
9 vs 2: If RC is greater than or equal to +4, then Double Down. Otherwise hit.
8 vs 5: If RC is greater than or equal to +4, then Double Down. Otherwise hit.
8 vs 6: If RC is greater than or equal to +4, then Double Down. Otherwise hit.
In the Full strategy matrix
Hard 16 vs 9: If RC is greater than or equal to 10, then stand. Otherwise hit.
Hard 16 vs 10: If RC is greater than or equal to -8, then stand. Otherwise hit.
Hard 15 vs 10: If RC is greater than or equal to 5, then stand. Otherwise hit.
Hard 13 vs 2: (-13, Does this mean: If RC is greater than or equal to -13, then stand. Otherwise hit)
Hard 12 vs 2: If RC is greater than or equal to 2, then stand. Otherwise hit.
Hard 12 vs 3: If RC is greater than or equal to -2, then stand. Otherwise hit.
Hard 12 vs 4: (-7, Does this mean: If RC is greater than or equal to -7, then stand. Otherwise hit)
11 vs A: If RC is greater than or equal to -2, then Double Down. Otherwise hit.
10 vs 10: If RC is greater than or equal to 3, then Double Down. Otherwise hit.
10 vs 8: If RC is greater than or equal to 4, then Double Down. Otherwise hit.
9 vs 2: If RC is greater than or equal to -4, then Double Down. Otherwise hit.
8 vs 4: If RC is greater than or equal to 9, then Double Down. Otherwise hit.

Questions
Preferred Matrix strategy and Full Matrix strategy:
I noticed that if I put the two matrix side by side, 13 of the player's hands vs dealer's upcard overlaps in terms of when deviations from basic strategy can be taken depending on an earlier running count. If I take the minimum values of the two diffferent running counts for the player's hand vs dealer's upcard to deviate from Basic strategy, can I do the following:
Hard 16 vs 9: If RC is greater than or equal to 4 (instead of 10), then stand. Otherwise hit.
Hard 16 vs 10: If RC is greater than or equal to -4 (instead of -8), then stand. Otherwise hit.
Hard 15 vs 10: If RC is greater than or equal to 4 (instead of 5), then stand. Otherwise hit.
Hard 13 vs 2: If RC is greater than or equal to -13 stand. Otherwise hit
Hard 12 vs 2: If RC is greater than or equal to 2 (instead of 4), then stand. Otherwise hit.
Hard 12 vs 3: If RC is greater than or equal to -2 (instead of 4), then stand. Otherwise hit.
Hard 12 vs 4: If RC is greater than or equal to -7 stand. Otherwise hit
11 vs A: If RC is greater than or equal to -2 (instead of 4), then Double Down. Otherwise hit.
10 vs 10: If RC is greater than or equal to 3 (instead of 4), then Double Down. Otherwise hit.
10 vs 8: If RC is greater than or equal to 4 (instead of 4), then Double Down. Otherwise hit.
9 vs 2: If RC is greater than or equal to -4 (instead of 4), then Double Down. Otherwise hit.
8 vs 4: If RC is greater than or equal to 9, then Double Down. Otherwise hit.
8 vs 5: If RC is greater than or equal to 4 (instead of 5), then Double Down. Otherwise hit.
8 vs 6: If RC is greater than or equal to -1 (instead of 4), then Double Down. Otherwise hit.
Preferred, Full Matrix strategy and late surrender matrix:
When looking at both late surrrener matrix and both Preferred Full strategy Matrix together; for the following player's hand vs Dealer's upcard, can I do as follows:
Hard 16 vs 8: If RC is greater than or equal to 6, then surrender (if it is allowed), otherwise stand. If RC is greater than 6 and less than or equal to 16, then stand. Otherwise hit.
Hard 16 vs 9: If RC is greater than or equal to -13, then surrender (if it is allowed), otherwise stand. If RC is greater than -13 and less than or equal to 10, then stand. Otherwise hit.
Hard 16 vs 10: If RC is greater than or equal to -8, then surrender (if it is allowed), otherwise stand. If RC is greater than -8 and less than or equal to -4, then stand. Otherwise hit.
Hard 16 vs A: If RC is greater than or equal to 15, then surrender (if it is allowed), otherwise stand
Hard 15 vs 9: If RC is greater than or equal to 1, then surrender (if it is allowed), otherwise stand
Hard 15 vs 10: If RC is greater than or equal to -9, then surrender (if it is allowed), otherwise stand. If RC is greater than -9 and less than or equal to 5, then stand. Otherwise hit.
Hard 15 vs A: If RC is greater than or equal to 0, then surrender (if it is allowed), otherwise stand
Hard 14 vs 10: If RC is greater than or equal to 1, then surrender (if it is allowed), otherwise stand. If RC is greater than 1 and less than or equal to 15, then stand. Otherwise hit.
Hard 14 vs A: If RC is greater than or equal to 7, then surrender (if it is allowed), otherwise stand
Thank you in advance.
