Not necessarily. Macau casinos have a gambling tax of >50% but their blackjack games have lower house edges than in Vegas (0.10% at MGM and Wynn Macau).

You can't reduce economic efficiency to tax rates. There are many other factors involved. Tax rates are of course important, you just can't overestimate their importance.

If you want to improve Australian casinos, you need the following things;

1) Competition and lots of it
2) A more informed consumer base
3) Less regulations and taxes in general to lower operating costs.
