What's the legality of playing with someone else's player card?

I think this is a real grey area. In Pa a couple years ago a casino "busted" an AP team for playing on multiple cards. They were actually charged with "something".... I am not sure what. I was interested to see what was going to happen with this case, because as everyone knows non-AP's do this everyday at every casino.
