I'm wondering on if the count is say a plus 2 and I have 24 cards left how does 2/ 24 or 8.3% relate to the players favor. thank you

Most people divide by the number of decks to get the TC instead of the number of cards. With 24 cards left you are looking at about a half-deck so the TC would be +4, which is usually favorable enough to make a max bet. You can use that number to adjust your playing strategy and the size of your bets. Just about all books and software work this way.
