The count to call in your BP(s) will probably depend on the game, the number of spotters, the number of BPs, the BP’s bet spread, and several other factors.

Just the opposite. If the BPs spread is big then he can come in early. Since he has a very small minimum bet he can play at counts that only give him a small advantage. If he is using a small spread then he will have to wait until he has a bigger advantage before placing his bets.
For example, if the BP is spreading $20-$400 (which sort of defeats the purpose of using a BP) then he can make those $20 bets at the first sign of an advantage even if it is only 0.2%. But if he is spreading $100-$400 then he doesn’t want to bet $100 when he only has a 0.2% advantage so he waits until a higher count. If he is flat betting $400 then he will probably wait for a pretty decent sized advantage (maybe 1-2%) before jumping in. Don Schlesinger talks about finding optimal entry points in his book.

In the first 1.5 to 2 decks of the shoe, a running count of "20" is equal to a true count of +1.75, and you'll have an advantage of just about 0.50% in a typical S17, DAS game. I think that's a good point to jump in at with a 1 unit BP wager, and spread it up to 4 BP units at the big counts.
If you want to show less spread, bring him in at "21" (+2.0 true/+0.65% EV) and spread 1-to-3.
