Strategy for last player when dealer has no hole card

I play at casinos where the dealer has no hole card. The dealer gets their second card after the last player has finished their hand. What are the differences in basic strategy that should be used in this situation keeping in mind that you have control over whether the next card is dealt to you, or to the dealer

Some things to consider -
1) Some cards will result you LOSING no matter whether it is dealt to you or to the dealer so you can ignore those cards when doing statistical analysis as they are not relevent
2) Some cards will result you WINNING no matter whether it is dealt to you or to the dealer so you can ignore those cards as well
3) Some cards have no impact on the strength of your hand against the dealers hand - such as changing your total from 12 to 13 / 14 / 15 / 16 - but they might weaken the dealers hand

Digging around, I have found some advise such as always hit on hard 12, even for dealer 4 / 5 / 6 but I dont know if that makes sense

I expect some of your will say that all of this has already been taken into account with basic strategy, but I cant see that can be the case when the last player can decide whether the card is dealt to themself or the dealer, but the first player does not have this control. Surely this different must favor a different strategy

What do you think ? How should basic strategy be changed for this scenario ?

All voodoo what you have written. It makes absolutely no difference whatsoever whether the dealer takes the hole card before or after. As long as it isn't European no-hole-card, where you lose all doubles and splits to a dealer natural, taking the hole card late doesn't change a thing.

Just forget that you ever even thought of the word "control"!
