You're either not reading correctly or the writer is writing unclearly. YES, an unbalanced count doesn't always reflect the true count. NO, you can't tell the difference. Even a state-of-the-art Level 3 balanced count isn't going to have a perfect correlation, either, but
it's good enough.
It's far more important that you play a system well than to play the perfect system.
