Zen Playing Strategy Question

I am using Zen with True Edge as outlined in BBIBJ. I have a question regarding situations where there are multiple index numbers for different decisions. For example, with 16 v. 10, the table says to stand if your TE is greater than or equal to 0, and also to double down if your TE is greater than or equal to -2.

So what do you do in the following situations?

TE = -3?
TE = +1?

In the first case, BS says to surrender if possible. But the text says ONLY surrender if your TE is equal to or greater than -2. So is the correct play to stand then?

What about the second scenario when both the surrender and stand conditions are met? The table says to stand if TE >= 0 and surrender if TE >= -2. If TE = 1, what's the correct play? I've read in other books that surrender decisions always take precedence over other decisions but this isn't explicitly stated in the context of counting in BBIBJ.
