From what I've read El Cortez ex-owner Jackie Gaughan always has given the little guy a fair shot. I've admired EC for years now...though I take a little of their money each trip to Vegas. I just about always cover the cost of the trip and some intimate professional companionship while I'm there. (too much info? lol)
With SD 3:2, you can do really well (.30) - but you should probably stay under no higher than $100-$150 bets, with no wild fluctuations and no playing more than one spot, look comfy, and you'll survive any remarkable interest from the suits. Start tossing around black chips and it's a different story. They may call checks play on 2 greens and let 10 reds go unmentioned. Just my experience, YMMV. But if you don't like being around unusual types and you want to bet large, this ain't your store.
There's a gameslowing sucker sidebet the locals are enthralled by, so try to get a seat alone or at an uncrowded table...(yes, Royal Match is a SUCKER bet - end of story).
I'm just a low-roller, but they treat me great. I always play rated (screw that incognito shyt - I want my comps), I never pay for meals there and rarely have to shell out for the room.
