Yes, you can also opt-in at one casino in person for this promotion, but once you are opted in, there is absolutely nothing else you have to do other than make sure you get 1 base credit at a qualified property.
Lastly, I was told that the Reward Credits will be paid out by October 31.

I was at 3 CET casinos this weekend, and all of them had kiosks where you could just swipe your card to be opted in. No "visiting a desk" involved.
The rep there told my wife that you could opt in online once, or swipe, but either way once you do it you're in. It is supposedly retroactive as well, so it captures any visits you made from the beginning of the promo on.
