Is the pocono downs casino considered an indian reservation with no regulations or is it considered a normal casino governed by PA's regulations simply just owned by the Mohegan Sun?

It was licensed by the state and is subject to its regulations. In the case of Pocono Downs, and five others, it was a permanent license issued to an already existing horse racing facility.

Pocono Downs is licensed by the PA Gaming Control Board, so it is subject to their regulations.
