Yes, that was for DAS. Without DAS is +6 TC according to Wong.
Relative to Hi-Lo +6 appears to be a reasonable index for 8-8 v T NDAS for about 3/6 decks.

A plus Hi-Lo count composition will probably have more sevens than a plus KO count so a possible player hand of T-8 resulting from splitting 8-8 v T has an increased chance of winning because of dealer's increased prob of T-7. This contributes to waiting for a higher (relative) count using Hi-Lo instead of KO before it's better to stand rather than split.

My theory is that the best pen to use with a combinatorial analyzer in order to determine a static index is 1/2 shoe because that is where an index tends to be most stable.

Below image shows EV for 8-8 v T NDAS for the input composition, a Hi-Lo TC = +6. Split EV is best when hitting to 15 after splitting but is still a little less than standing on 8-8 and shows +6 is a reasonable index.

This is at odds with a TKO index of pivot for 8-8 v T NDAS but remember this composition is not as likely as others for a KO TC = +2. I have a separate program that I use to arrive at an estimate of the most likely composition. There's no way to nail it on the nose but a reasonable answer can be found.
