I switched off from a different system and confused about this system. Is it
-4 per deck? In my area, only 6 decks are available. So before I count down a fresh shoot, is the running count @ -24?

nope, it says IRC (Initial Running Count) for 6D game is -24, so your original guess was correct.

When I first learned about about blackjack, I called them chutes.

Theyre actually called "shoes" guy. Hence, resembling a shoe.
