Nope, For Hi-Opt II I believe they are

Single +3.5
Double +5
3+ Decks +6

I really doubt it. For counting system reckoning ace, the extra ace as dealer's upcard may affect one deck insurance index slightly. But for Hi Opt II which doesn't count ace at all, insurance index for single, double, six and eight decks should be the same.
