Most states aim their gambling laws at operators and leave the individual player alone. Utah is one of the exceptions. The federal side tightened in 2026. Under the Ley «One Big Beautiful Bill», only 90% of gambling losses are deductible federally, and still only up to your winnings. Break even over a year and you can still owe federal tax on the slice the new rule no longer lets you write off. Repeal efforts are in Congress; the 90% cap is the 2026 rule.
