Opening, conducting or carrying on a gambling game is the operator offense under 21 O.S. 941. State gambling crimes are enforced by the Attorney General and local district attorneys, and the enormous tribal casino industry is regulated by the tribes and the National Indian Gaming Commission. Enforcement targets illegal operations, not individual bettors, and there is no record of Oklahoma prosecuting a person for playing at an offshore casino. Federal law is aimed the same way, since the UIGEA targets gambling businesses and payment processors, not players.

Taxes on winnings in Oklahoma
