The casinos above are offshore: they operate from outside the US, mostly under Curacao or Panama licenses, and they accept Oklahoma players because no Oklahoma law reaches them.

Betting on or playing a prohibited gambling game is a misdemeanor under 21 O.S. 942, punishable by a fine of $25 to $100 or 1 to 30 days in jail. Opening, conducting or carrying on a gambling game is the operator offense under 21 O.S. 941. State gambling crimes are enforced by the Attorney General and local district attorneys, and the enormous tribal casino industry is regulated by the tribes and the National Indian Gaming Commission. Enforcement targets illegal operations, not individual bettors, and there is no record of Oklahoma prosecuting a person for playing at an offshore casino. Federal law is aimed the same way, since the UIGEA targets gambling businesses and payment processors, not players.

The takeaway: keep session records. Dates, deposits, withdrawals, results. With no casino paperwork coming, your own log is the only paper trail you have.
