Playing at a Delaware Lottery-licensed app is fully legal at 21+. No Delaware statute targets an individual player for using an offshore site, and no player prosecutions are documented. Enforcement aims at unlicensed operators: the Division of Gaming Enforcement has ordered sweepstakes and offshore-style sites to stop serving Delaware, and running an unlicensed gambling business is the offense the state pursues.
