Ohio bettors run into this constantly. DraftKings, FanDuel, BetMGM and Caesars have all been legal here since sports betting launched on 1 January 2023, and their apps are heavily advertised. But those are sports-betting licenses only. Open the casino tab inside one of the same apps from an Ohio location and it is switched off, because Ohio has not legalized online casino games.
Ohio got closer than almost anywhere in 2025. Two bills to authorize iGaming were filed: HB 298 in the House and SB 197 in the Senate. Both stalled in committee, HB 298 was paused in January 2026, and Governor DeWine has said he opposes the state running online casinos. So Ohio is often named as a likely next state to legalize, but as of mid-2026 nothing has passed and no online-casino license exists to hold.
Until one of those bills becomes law, an Ohio player who wants real-money slots or online blackjack has the sportsbooks and their in-state casino tabs closed to them, and the offshore casinos below are what fills the gap.

Ohio regulates sportsbooks but not online casinos, so there is no state-licensed casino app to recommend. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they take Ohio players because no Ohio law reaches them.
That comes with a real trade-off, and we would rather name it than bury it. If an offshore casino treats you badly, no US regulator will step in. One familiar name is missing on purpose. Bovada, usually our top US pick, refuses Ohio: the state sits on its published restricted list, so it does not appear above. Placing a bet is a misdemeanor form of gambling under O.R.C. 2915.02. Running a game is operating a gambling house (O.R.C. 2915.03), and running a scheme or game for profit can rise to a felony under the same chapter. The Ohio Casino Control Commission enforces against unlicensed operators and platforms; there is no record of Ohio prosecuting an individual for playing at an offshore online casino. Federal law is aimed at gambling businesses and payment processors, not players.

Ohio has legalized gambling in steady steps over fifteen years, and online casinos are the one piece still missing.

HB 298 is paused in January and the governor signals opposition. Ohio stays on the shortlist of likely next states, but nothing is enacted.
Ohio taxes gambling winnings as ordinary income, and from the 2026 tax year it does so at a flat 2.75% rate under the budget bill HB 96. The rate is modest, but there is a catch worth knowing: Ohio gives no deduction for gambling losses on the state return. It starts from your federal income, which already includes your winnings, and offers nothing to offset them at the state level. A player who wins and loses the same amount over a year still owes Ohio tax on the wins.
Federal tax applies on top. The IRS counts all gambling winnings as income whether or not a W-2G exists (Тема 419 Налогового управления США (IRS)), and from 2026 only 90% of losses are deductible federally under the Закон «Один большой прекрасный законопроект», capped at your winnings. So the losses that federal law lets you deduct are already limited, and Ohio lets you deduct none of them.
The takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork coming and no state loss offset, your own log matters more here than in most states.
No Ohio law stops a deposit. The friction is your bank: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
Crypto is what these casinos are built around and the only method good in both directions.
