New Zealand draws its line at the operator, not the player. The Gambling Act 2003 makes it an offence to run remote interactive gambling from inside New Zealand, and classic casino games such as blackjack have never been offered onshore. What the Act does not do is make it an offence to play at a site based overseas, and the Department of Internal Affairs says so directly. That single distinction is the answer most searches are really after.
