Sports betting arrived in Missouri only recently, and it arrived by the narrowest of margins. Voters passed Amendment 2 in November 2024 by 50.05% to 49.95%, a lead of fewer than 5,000 votes out of nearly three million, and the apps did not actually go live until 1 December 2025. DraftKings, FanDuel, BetMGM, Caesars and others launched that day, so if you are in Missouri their ads and welcome offers are suddenly hard to miss.
That newness is exactly what trips people up. It is tempting to assume the whole thing opened at once, but Amendment 2 covered sports betting only. Open the casino tab inside one of those same apps from a Missouri location and it is switched off, because Missouri has not legalized online casino games, and there is no active bill to do so. The energy is all on getting the young sports-betting market running.
So a Missourian who wants real-money online slots or blackjack has the sportsbooks and their in-state casino tabs closed to them, and the offshore casinos below are what fills the gap.

Missouri regulates sportsbooks and land-based casinos but not online casinos, so there is no state-licensed casino app to recommend. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they accept Missouri players because no Missouri law reaches them.
That comes with a real trade-off, and we would rather name it than bury it. If an offshore casino treats you badly, no US regulator will step in. Every offshore casino publishes a list of US states it refuses, and no two are the same. Bovada blocks twenty states, Missouri not among them; BetOnline blocks exactly one; Red Dog blocks only Kansas and Michigan. So we check each casino against its own terms:

Placing a bet reaches the player: gambling under RSMo 572.020 is a class C misdemeanor, rising to a class A misdemeanor for a professional player. Running a game is the more serious offense: promoting gambling under RSMo 572.030 can be charged as a felony. The Missouri Gaming Commission and the Highway Patrol's Gaming Division police the licensed industry and pursue unlicensed operators; there is no record of Missouri prosecuting an individual for playing at an offshore online casino. Federal law points the same way, since the UIGEA targets gambling businesses and payment processors, not players.

Missouri taxes gambling winnings as ordinary income under its graduated rates, which top out at 4.7% for 2026. It is a middling rate: higher than Indiana’s, well below the coastal states, with winnings folded into your income like any other earnings.
Federal tax applies on top. The IRS counts all gambling winnings as taxable income whether or not a W-2G is issued (Tema 419 del IRS), and offshore casinos send no such form, so the record is on you. From the 2026 tax year, under the Ley «One Big Beautiful Bill», only 90% of gambling losses are deductible federally, still capped at your winnings. Win $10,000 and lose $10,000 in the same year and you broke even but still owe federal tax on $1,000.
The takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork arriving, your own log is the only paper trail you will have.
No Missouri law stops a deposit. The friction is your bank: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
Crypto is what these casinos are built around, and the only method good in both directions.
