But those are sports-betting licenses only. Open the casino tab inside one of the same apps from an Illinois location and it is switched off, because Illinois has never legalized online casino games.
It is not for lack of trying. Lawmakers filed the Internet Gaming Act as SB 1963 and HB 3080 in 2025 and refiled it as HB 4797 in 2026, each time proposing to let the state’s casinos and racetracks run online skins. And each time it ran into the same wall: the powerful video gaming terminal industry, which fills Illinois bars and truck stops with machines and does not want the online competition, plus the brick-and-mortar casinos. None of the bills reached a floor vote before the 2026 session ended.
Until one becomes law, an Illinois player who wants real-money slots or online blackjack has the sportsbooks and their in-state casino tabs closed, and the offshore casinos below are what fills the gap.

Illinois is more active against offshore operators than most states, and two casinos on the list above are named in it, so we are putting that in front of you rather than leaving it in a footnote.
In February 2025 the Illinois Gaming Board issued cease-and-desist letters to a batch of unlicensed sports-betting sites, including Bovada and BetOnline, and in February 2026 it followed with a casino-side letter naming a Bovada-linked brand. These letters are aimed at the operators, ordering them to stop taking Illinois business. They are not charges against players, and there is no record of Illinois pursuing anyone for placing a bet at one of these sites. What the letters do tell you is that Illinois is watching this category closely, which is exactly the kind of pressure that makes offshore casinos add states to their restricted lists later on.
We have kept Bovada and BetOnline in their review-earned positions, because our ranking reflects how these casinos actually treat players, and both still accept Illinois today. But the honest read is that Illinois is a state where the offshore trade-off carries a little more weight than usual, and you should weigh it with that in mind.

How we check these casinos for Illinois
Every offshore casino publishes a list of US states it refuses, and no two lists match. Bovada blocks twenty states; BetOnline exactly one; Red Dog only Kansas and Michigan. Illinois is on almost none of them, which is why the field here is full. We still check each casino against its own rules:

Will you get in trouble for playing online from Illinois?
Placing a bet is gambling under 720 ILCS 5/28-1, a Class A misdemeanor for a first offense; the section reaches anyone who plays a game of chance or skill for money, so it is written to reach the player, not only the operator. Running a gambling operation is the felony-level conduct, through syndicated gambling and keeping a gambling place under 720 ILCS 5/28-1.1 and related sections. In practice Illinois enforces against operators. The Gaming Board's 2025 and 2026 actions went after offshore and sweepstakes brands, not their customers, and there is no record of Illinois prosecuting an individual for playing at an offshore online casino. Federal law is narrower still, since the UIGEA targets gambling businesses and payment processors, not players.

Taxes on winnings in Illinois
Illinois taxes gambling winnings as ordinary income at its flat 4.95% rate, and it does so with a catch that stings: the state allows no deduction for gambling losses on your return (Illinois Department of Revenue). It starts from your federal income, which already includes your winnings, and gives you nothing to offset them with at the state level. A player who wins and loses the same amount over a year still owes Illinois tax on the wins.
Federal tax applies on top. The IRS counts all gambling winnings as income whether or not a W-2G is issued (Tema 419 del IRS), and from 2026 only 90% of losses are deductible federally under the Ley «One Big Beautiful Bill», capped at your winnings. So the losses federal law lets you deduct are already trimmed, and Illinois lets you deduct none of them.
The takeaway: keep session records. Dates, deposits, withdrawals, results. With no casino paperwork coming and no state loss offset, your own log matters more here than in most states.
Getting money in and out from Illinois
No Illinois law stops a deposit; the friction is your bank. A card issuer can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
