Kenya rewrote its gambling law in 2025. The Gambling Control Act replaced the old Betting Control and Licensing Board with a new regulator, the Gambling Regulatory Authority, and for the first time it lets Kenya license online casino games, not just betting and lotteries. Playing at an online casino is not an offence for you as a player. The catch is different: the casinos on this page are licensed offshore, not by the Gambling Regulatory Authority, so no Kenyan regulator stands behind them, and Kenya has cut off the M-Pesa paybills of unlicensed sites before.

Since the Gambling Control Act (No. 14 of 2025) came into force, online gambling is a licence category the Gambling Regulatory Authority can issue, alongside table games and slots. That is new: the 1966 law it replaced was built around betting and lotteries. In practice the licensed Kenyan market is still almost all sports betting, and licensed online casinos are only starting to appear.

The Act's offences and fines are written for operators, not their customers. No Kenyan is prosecuted for playing at an offshore casino, and there is no scheme that confiscates a player's winnings. What you give up is protection: an offshore site sits outside the Gambling Regulatory Authority's reach, so no Kenyan regulator can help if it refuses to pay.
Kenya blocks unlicensed gambling sites and cuts off their mobile-money channels. In 2025 the regulator had dozens of unlicensed sites blocked through the Communications Authority and directed Safaricom to suspend their M-Pesa paybills. A casino you can fund by M-Pesa today may lose that route, which is a practical reason to keep a withdrawal method ready rather than a balance sitting on the site.

The 2025 Act provides for a national self-exclusion register held by the Gambling Regulatory Authority, but it is early in its rollout and binds licensed Kenyan operators only. It has no reach over an offshore casino, so a self-exclusion set in the casino's own account settings is the only one that will hold there.
Will you get in trouble for playing from Kenya?
No. The Gambling Control Act's offences and penalties are written for operators, not players, and no Kenyan is prosecuted for playing at an offshore online casino. The real catch is a matter of fit rather than law. Kenya now has its own licensed operators that take M-Pesa directly and answer to the Gambling Regulatory Authority; the casinos on this page do not. They are licensed offshore, few of them take M-Pesa at all (the payments section below shows exactly which do), and Kenya has cut off the M-Pesa paybills of unlicensed sites before. Nothing about being offshore obliges a casino to pay you, which is why our ratings are built only on casinos we have cashed out from ourselves.
