Who licenses these sites, and what a license is worth

Costa Rica: not really a gambling license

A Curacao or Anjouan license is a baseline, not a guarantee.
Kahnawake: a long-running tribal regulator
A few brands, Ignition among them on our records, license through the Kahnawake Gaming Commission, a regulator based in the Mohawk territory of Kahnawake near Montreal. It has operated since 1999 and runs a genuine complaints process, which is more than the paperwork jurisdictions offer, though its reach over a US dispute is still limited.
Panama: a real regulator, still offshore
Panama’s Gaming Control Board is an actual government regulator with a licensing process, which puts brands like Wild Casino and BetOnline a notch above the pure paperwork jurisdictions.
