No two of these casinos block the same states. Bovada refuses twenty; BetOnline refuses one; several refuse none at all. How we check these casinos

The offshore market has no shortage of lists. What most of them skip is the checking. Here is what sits behind ours.

  1. We read each casino’s own terms. Every offshore casino publishes a list of US states it refuses, and we read it directly rather than trusting a press release. The card shows how many states each one blocks and the date we last confirmed it. A casino we have not finished checking carries no eligibility line, which right now is VipSlots.
  2. We use researched payout data, not a rating. The “fastest payout” figure on a card comes from that casino’s published withdrawal times, parsed method by method, not from a made-up score. Where we do not hold a real figure, the card shows none.

The honest answer has two layers, federal and state, and they point in different directions.

Federal law targets the operators, not you

There is no federal law that makes it a crime for an individual to place a bet at a licensed offshore casino. The main federal statute people worry about, the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA), does not criminalize the player at all. Your state law is what actually varies

It helps to sort your own state into one of three buckets. If it runs a regulated market, use the licensed operators on your state page and stop there. The practical risk to a US player is close to zero on the criminal side and real on the money side. No US player is being fined or charged for logging in. What genuinely goes wrong is a deposit your bank declines, or a withdrawal an unregulated casino stalls or refuses, with no US regulator to appeal to. That is the risk worth planning around, and the rest of this page is about managing it.

The regulatory picture is shifting, and we will say so plainly

What this means for you. If the DOJ ever acts, the operators named could be disrupted regardless of anything on this page, so treat offshore play as money you can afford to have tied up, keep your balances low, and withdraw often. Two of the brands named above are on our list because they still pay US players reliably today, but “today” is the honest limit of any such claim.

Who licenses these sites, and what a license is worth

“Licensed” is the word every offshore casino leans on, but the license behind it can mean a great deal or almost nothing. Here is what the main regimes actually do for a player, worst to best on the one thing that matters, whether anyone will help you if the casino will not.

Costa Rica: not really a gambling license

Costa Rica does not regulate online gambling. Operators based there hold an ordinary business or data-processing permit, and no gaming authority audits their games or handles player disputes. A casino that tells you only that it is “based in Costa Rica” is telling you it answers to no gambling regulator at all. Judge those purely on track record.

Curacao and Anjouan: light-touch, and changing

Curacao has been the default offshore license for two decades, historically a cheap master-and-sublicense system with little player recourse. It is now mid-reform: since 2024 a new Curacao Gaming Authority has been taking over direct licensing under the LOK law, which is a step up, but the protections are still thin and the transition is ongoing. During that upheaval many US-facing brands moved to Anjouan, an autonomous island of the Union of the Comoros, which runs an even lighter regime. When we checked in August 2026, Bovada’s own footer states it is now licensed by the Union of the Comoros, not Curacao, a good example of how fast these details move. A Curacao or Anjouan license is a baseline, not a guarantee.

Kahnawake: a long-running tribal regulator

A few brands, Ignition among them on our records, license through the Kahnawake Gaming Commission, a regulator based in the Mohawk territory of Kahnawake near Montreal. It has operated since 1999 and runs a genuine complaints process, which is more than the paperwork jurisdictions offer, though its reach over a US dispute is still limited.

Panama: a real regulator, still offshore

Panama’s Gaming Control Board is an actual government regulator with a licensing process, which puts brands like Wild Casino and BetOnline a notch above the pure paperwork jurisdictions. It is still a foreign regulator with no obligation to a US player, but there is at least an authority that exists.

What “recourse” actually means here

Strip away the logos and a license is only worth what its regulator will do when a casino refuses to pay. For Curacao and Anjouan brands, the practical answer has usually been very little, which is the reform’s whole point and why we do not treat a Curacao seal as a safety guarantee. Kahnawake and Panama at least run a dispute process, but none of these regulators can compel an operator to pay a US player the way a state gaming board can.
