Connecticut Online Casinos

Connecticut runs the tightest online casino market in the country: a duopoly of exactly two apps, DraftKings with Foxwoods and FanDuel with Mohegan Sun, both regulated by the Department of Consumer Protection since 2021. Our advice is to play licensed. If you are set on offshore anyway, 12 of the 13 offshore casinos we track accept Connecticut, and we rank them below with the trade-offs stated.

The licensed online casinos in Connecticut

Connecticut runs the tightest market in the country. Under the 2021 law, only the state’s two federally recognized tribes may offer an online casino, so there are exactly two apps, each tied to a tribal casino and regulated by the Department of Consumer Protection. We earn nothing from listing them; this is simply the licensed field, straight from the state.

What the license buys you: the DCP investigates player complaints and can order an operator to pay, games are independently tested, deposits are held in protected accounts, and Connecticut’s self-exclusion program applies across both licensed apps. Fewer operators is not a weakness here; it means every platform has been vetted by one regulator. That is the standard everything below should be measured against.

Why some players still go offshore, and what it costs

With just two licensed casinos, the pull toward offshore sites is easy to understand: more brands, crypto banking both ways, higher limits, and no shared tracking of your play. The trade is the same everywhere, though. Step outside the two-tribe market and you leave every DCP protection behind; if a payout stalls, your leverage is the operator’s reputation and our complaints desk, not a regulator.

On access, the numbers are plain: of the 13 offshore casinos we track, 12 accept Connecticut and only Bovada turns it away. Connecticut has also been active against unlicensed operators, becoming the second state to ban sweepstakes casinos by statute in 2025, with running one now a felony. That enforcement targets operators rather than players, but it tells you where the state thinks the safe ground is. The ranking below is for readers who have weighed all of that and still want the offshore route, with the trade-offs stated and the date we last read each casino’s terms on the card.

Gambling law in Connecticut: what is actually legal

Almost everything, and regulated. The recent change is sweepstakes casinos, which Connecticut banned outright in 2025.

VerticalStatusThe facts
Online casinos Legal Legal under Public Act 21-23; the market launched on 19 October 2021. It is a duopoly by design: only the two tribes may run an online casino, so there are exactly two, DraftKings with Foxwoods and FanDuel with Mohegan Sun, regulated by the Department of Consumer Protection. 21+.
Land-based casinos Legal Two tribal casinos under state compacts: Foxwoods (Mashantucket Pequot) since 1992 and Mohegan Sun (Mohegan Tribe) since 1996.
Sports betting Legal Legal under the same Public Act 21-23; launched October 2021 with three online books: DraftKings, FanDuel and the Connecticut Lottery's Fanatics Sportsbook.
Lottery Legal Connecticut Lottery since 1972, with online draw games and keno since 2021.
Daily fantasy sports Legal Authorized and regulated under Public Act 21-23.
Sweepstakes casinos Illegal Banned under Public Act 25-112, signed in June 2025 and effective 1 October 2025, making Connecticut the second state to prohibit the dual-currency sweeps model by statute; operating one is a Class D felony.
Charitable bingo & raffles Legal Licensed bingo, bazaars and raffles under the Department of Consumer Protection.

Will you get in trouble for playing online from Connecticut?

Playing at a DCP-licensed app is fully legal at 21+. No Connecticut statute targets an individual player for using an offshore site, and no player prosecutions are documented. Unlicensed operators are the target: offering online casino gaming outside the two-tribe framework is unlawful, and since October 2025 running a sweepstakes casino is a Class D felony. Enforcement lands on operators, not players, and the federal UIGEA targets gambling businesses rather than the bettor. Going offshore means giving up every DCP protection the two licensed casinos must provide.

How Connecticut got here

Connecticut’s gambling story runs through its two tribes, and the online market was built on the same foundation.

1992

Foxwoods opens under a compact with the Mashantucket Pequot Tribal Nation, the first tribal casino in the state.

1996

Mohegan Sun opens under a compact with the Mohegan Tribe, giving Connecticut the two-casino structure it still has.

2021

Public Act 21-23 legalizes online casinos and sports betting, extending the tribes’ exclusivity to the internet. The market goes live on 19 October.

2025

Public Act 25-112 bans sweepstakes casinos effective 1 October, making Connecticut the second state to prohibit the dual-currency model by statute. Operating one is now a Class D felony.

Taxes on winnings

Licensed apps report qualifying wins to the IRS on a W-2G, so the income is documented whether or not you file for it. All gambling winnings are taxable federally (IRS Topic 419) and under the Connecticut income tax, which reaches 6.99% at the top and applies a flat 6.99% withholding to reportable gambling winnings.

Connecticut has one rule that catches people out: it does not let you deduct gambling losses against your winnings, even when federal law would (CT Department of Revenue Services). So you can finish the year even at the tables and still owe Connecticut tax on the winning sessions, with nothing to offset them. That is harsher than the federal treatment, where the One Big Beautiful Bill Act at least allows 90% of losses to be deducted from the 2026 tax year. Keep session-level records; offshore winnings arrive with no paperwork at all.

Connecticut online casino FAQ

Is online gambling legal in Connecticut?

Yes, fully. Online casinos have been legal and DCP-regulated since the market launched on 19 October 2021, and online sports betting since the same day. You must be 21 or older and physically in Connecticut while playing; the apps verify both.

Why are there only two online casinos in Connecticut?

By law. Public Act 21-23 gave online casino rights only to the state’s two tribes, so there are exactly two apps: DraftKings, run with the Mashantucket Pequot at Foxwoods, and FanDuel, run with the Mohegan Tribe at Mohegan Sun. No other operator can hold an online casino license.

Is the Connecticut Lottery or Fanatics an online casino?

No. The Connecticut Lottery runs online lottery games, keno and a sportsbook through Fanatics, but it cannot offer casino games. Fanatics in Connecticut is sports betting only. For online slots and table games, the two tribal apps are the only licensed choice.

Can I deduct my gambling losses on my Connecticut taxes?

No. Connecticut does not allow a deduction for gambling losses, even though federal law does. You owe Connecticut tax on your winning sessions with nothing to offset them, which makes it one of the less forgiving states for a gambler at tax time.

Is it illegal to play at an offshore casino from Connecticut?

No Connecticut law targets the player, and no player prosecutions are documented; enforcement is aimed at unlicensed operators, and since October 2025 running a sweepstakes casino is a felony. Most offshore casinos will accept you, but they offer none of the protections the two licensed apps must provide.
