Vermont bettors hit this quickly. DraftKings, FanDuel and Fanatics have all been legal in the state since sports betting launched on 11 January 2024, and their apps work fine. But Vermont handed those three companies sports-betting licenses only. Open the casino section inside one of the same apps from a Vermont address and it is dark, because the state has never legalized online casino games.
There is a second thing worth clearing up. Vermont has no casinos of any kind, not a commercial floor and not a tribal one. No federally recognized tribe runs Class III gaming here, and no law authorizes a casino, so unlike a lot of states there is not even a land-based room to drive to. The 2023 law that created the sportsbooks (Act 63) was written for sports wagering and nothing else, and no bill since has tried to add online slots or blackjack.
Until that changes, a Vermonter who wants real-money slots or online blackjack has the sportsbooks closed to them on the casino side, and the offshore casinos below are what fills the gap.

Vermont licenses sportsbooks but not online casinos, and it licenses no casino at all, so there is nothing state-regulated for us to point you toward. The casinos above are offshore: they operate from outside the US, mostly under Curacao or Panama licenses, and they can take Vermont players because no Vermont law reaches them.
The trade-off is real, and we would rather say it than skate past it. If an offshore casino mistreats you, no US regulator is going to step in. Winning or losing money by gambling is a fine of $10 to $200 under 13 V.S.A. 2141, with up to 60 days in jail only if the play happens in a public gambling house. The serious offenses under 13 V.S.A. chapter 51 are keeping a gambling house or gambling machines, not placing a bet. Vermont's gambling statutes date to the 1800s and are aimed at gaming houses; there is no record of Vermont fining or prosecuting anyone for playing at an offshore online casino. Federal law points the same way, since the UIGEA targets gambling businesses and payment processors, not players.

Taxes on winnings in Vermont
Offshore casinos send no tax paperwork, but that does not make the money invisible. The IRS treats every dollar of gambling winnings as taxable income whether or not a W-2G is issued (Rubrique 419 de l'IRS), and Vermont taxes it again through its graduated income tax, which tops out at 8.75% for the highest bracket (Vermont Department of Taxes). Vermont is on the higher end for a state this small, so winnings of any size are worth planning for.
Losses used to offset winnings in full if you itemized. From the 2026 tax year that changed at the federal level: under the Loi « One Big Beautiful Bill », only 90% of gambling losses are deductible, still capped at your winnings. Break even over a year, winning $8,000 and losing $8,000, and you can still owe tax on the slice federal law no longer lets you write off. Repeal bills are floating in Congress, but the 90% rule is what applies for 2026.
The practical part: keep session records. Dates, deposits, withdrawals, results. With no casino statements coming, your own log is the only paper trail you will have.
Getting money in and out from Vermont
No Vermont law blocks a deposit. The friction is your bank: a card issuer can decline a gambling charge, which is routine and not a legal problem. Visa tends to clear more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
