Why offshore casinos?

Minnesota licenses no online casino and, unlike most of its neighbors, no online sportsbook either. There is nothing state-regulated for us to recommend. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they accept Minnesota players because no state licensing regime reaches them.

In November 2025 the state Attorney General, Keith Ellison, sent cease-and-desist letters to 14 gambling operators, telling them to stop serving Minnesotans by the start of December. The list was not just sweepstakes apps; it named offshore casinos and sportsbooks, and some of the operators on it also appear on this page. Those letters lean on Minnesota’s consumer-protection law rather than a fresh gambling ban, and as of this writing the sites have not pulled out of the state, which is why they still accept Minnesota sign-ups. But you should know the state has publicly called them illegal, because it changes the risk from “a law nobody enforces” to “a regulator that is actively pushing.”

That is also why the operator’s own record matters more here than almost anywhere. If an offshore casino treats you badly, no Minnesota agency will help you get paid, and one has already told these sites to leave. How we check these casinos for Minnesota

Every offshore casino publishes a list of US states it refuses, and the lists differ a lot: Bovada turns away twenty states, BetOnline exactly one, Red Dog just Kansas and Michigan. Minnesota is on none of them, so all 13 we track accept it. We still check each casino against its own terms:

Will you get in trouble for playing online from Minnesota?

On paper the player is reachable: Minn. Stat. 609.755 makes it a misdemeanor to make a bet, and 609.75 defines betting broadly enough to cover online casino play. Running or promoting an unauthorized gambling operation is a gross misdemeanor or felony under Minn. Stat. 609.76, and the Attorney General has treated offshore operators as violating state consumer-protection law as well. Despite the broad statute, there is no record of Minnesota charging an individual for playing at an offshore casino; the state's pressure runs at the operators, most visibly the Attorney General's November 2025 cease-and-desist letters. Federal law is aimed at gambling businesses, not players.

How Minnesota got stuck

Minnesota is not a state that voted gambling down. It is a state that never agreed on who should run it, and that argument has killed one bill after another.

1988–1991

Tribal casinos open under IGRA compacts and the state lottery launches, setting up the tribes as the core of Minnesota gaming.

Taxes on winnings in Minnesota

Offshore casinos send no tax forms, but that does not make winnings invisible. The IRS counts all gambling winnings as taxable income whether or not a W-2G exists (Rubrique 419 de l'IRS), and Minnesota says the same: for a resident, all gambling winnings are taxable, including internet gambling, and go on your state return (Minnesota Department of Revenue). Minnesota taxes them as ordinary income through its graduated brackets, which run up to 9.85%.

On the federal side, from the 2026 tax year only 90% of gambling losses are deductible under the Loi « One Big Beautiful Bill », still capped at your winnings. Win $10,000 and lose $10,000 in the same year and you broke even at the tables but still owe tax on $1,000.

The practical takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork coming, your own log is the only paper trail you will have.

Getting money in and out from Minnesota

No Minnesota law stops a deposit. The friction is your bank: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
