Sri Lanka is in the middle of a change. A new law, the Gambling Regulatory Authority Act of 2025, now covers online gambling on paper, but the regulator is not running yet, so online play sits in an unregulated grey area. There is no Sri Lankan licensed online casino, so every site on this page is offshore. Two things matter before you read the list: no Sri Lankan bank card may lawfully be used to fund a casino, and none of these casinos take rupees.

No. Sri Lankan gambling law targets operators and gambling premises, not the individual placing a bet from home, and no player has been prosecuted for using an offshore online casino. There is no site blocking and no payment blocking either. The real catch is different from Australia or Canada: the Central Bank bars your bank card from funding a casino or buying crypto, so the practical way in and out is crypto or a bank transfer, and none of these sites take rupees. And because no Sri Lankan regulator stands behind them, nothing obliges a casino to pay you, which is exactly why our ratings are built on casinos we have cashed out from ourselves. If you play, treat these as unregulated offshore sites and keep your exposure small.

It is Sri Lanka's first single gambling regulator, created by the Gambling Regulatory Authority Act of 2025, which came into force on 1 December 2025 and covers online as well as land-based gambling. As of mid-2026 the detailed rules it needs to operate had not been written, so it was not yet licensing or policing anything, and nothing had changed in practice for someone playing at an offshore site.
On paper, winnings above 500,000 rupees carry a 14% tax that the payer deducts at source. In practice an offshore online casino paying you in crypto or a foreign bank transfer sits outside Sri Lanka's tax net, so it is not withheld there. This is general information, not tax advice.
