Basic strategy is built for a full, freshly shuffled deck. Card counting tells you when the deck in front of you has drifted far enough from that starting point that a different play becomes correct. Those count-dependent plays are called deviations, or index plays, and the tool above is the working version of the two most important sets: the Illustrious 18 and the Fab 4.
What a deviation actually is
Every entry in the chart above has an index number: the Hi-Lo true count at which the correct play flips. The rule is the same for all of them, take the stand, double, split, insure or surrender play once the true count reaches the index, and otherwise hit. Insurance is the cleanest example. It is a bad bet at a neutral count, but each ten still in the shoe makes the dealer more likely to hold a blackjack, and once the Hi-Lo true count reaches +3 the bet turns profitable. Nothing about your cards changed; the composition of what is left did.
A handful of the plays run the other way, and the chart marks them for you. On stiff totals against a low card, such as 12 against a 4 or 13 against a 2, basic strategy already stands. There the deviation is to hit when the count drops below the index, because a shortage of small cards makes standing worse. Same single rule, “stand if the true count is at or above the index, otherwise hit”; it just lands on the other side of the line for those hands.
True count, in one paragraph
Deviation indices are true counts, not running counts. You keep a running Hi-Lo count as cards come out (+1 for 2 through 6, -1 for tens and aces), then divide by the number of decks still to be dealt to get the true count. A running count of +6 with two decks left is a true count of +3. Convert first, then compare to the index. The Illustrious 18
The Illustrious 18 is Don Schlesinger’s ranked list of the eighteen highest-value index plays, published in Blackjack Attack. They are ordered by how much money each one is worth, and that ranking is the point: in a six-deck game, knowing just these eighteen captures roughly 80 to 85 percent of the entire gain available from index play. You do not need hundreds of numbers to beat a shoe; you need the right eighteen, and insurance at the top of the list is the single most valuable of them all.
The chart above is the complete set, with the basic-strategy play and the count-based play side by side, so you can see exactly which cell you are moving away from. Set your true count and the rows that are currently overriding the book are flagged.
The Fab 4
The Fab 4 are Schlesinger’s four most valuable late-surrender deviations, and they only apply at a table that offers surrender. Two of them, 15 against a ten and 15 against an ace, are already basic-strategy surrenders in some rule sets, so the “deviation” there is really about when to stop surrendering and take a card instead as the count falls. The other two, 14 against a ten and 15 against a nine, are pure count-driven surrenders you would never make on the book alone.
How the rules shift the numbers
Because indices are true-count based, they barely move with the size of the shoe. The values above are the canonical six-deck set, and they are used essentially unchanged for double deck; single-deck play tweaks a few of them, but the same eighteen remain the most valuable. The rule that does matter is soft 17. Among the Illustrious 18, the only index that meaningfully changes between a dealer who stands on soft 17 and one who hits it is 11 versus an ace: under a hitting-soft-17 game, doubling there is already basic strategy, so the deviation disappears. How to actually use this
Indices are the last thing you learn, not the first. In order: get basic strategy perfect, learn to keep and convert a Hi-Lo count, then add deviations a few at a time, starting with insurance and 16 against a ten, which do most of the work. Trying to memorise all of them before the count is automatic is the classic mistake, and we wrote a whole piece on it: learning card counting indexes, and the mistake to avoid. One more thing worth saying plainly: none of this helps online. Real-money RNG blackjack reshuffles every hand, so the count never builds and indices never trigger. Deviations pay only at a physical table with real penetration.
