Sports betting in the District has a messier history than most places, and it trips people up. For years the only citywide app was GambetDC, a book the DC Lottery ran itself, and it was widely disliked. In April 2024 the Lottery scrapped it and handed the citywide contract to FanDuel, then opened the market to competition, so BetMGM, Caesars, DraftKings, Fanatics and theScore Bet followed. Today the District has six mobile sportsbooks and a normal, competitive betting market.
What that whole saga never included is a casino. The District has no casino, no online casino law, and none of those six apps offers real-money slots or blackjack to a DC player. So a resident who wants casino games online has no legal in-District route, and the offshore casinos below are what fills the gap.

The District regulates sports betting but not online casinos, so there is no locally licensed casino app to recommend. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they take DC players because no District law reaches them.
The trade-off is real. If an offshore casino treats you badly, no US regulator will step in, unlike the Office of Lottery and Gaming that stands behind the District’s legal sportsbooks. Will you get in trouble for playing online from Washington, D.C.?
The District's gambling crimes are aimed at operators, not players. DC Code 22-1704 punishes setting up or keeping a gaming table and inducing others to play, with up to five years, and there is no meaningful prosecution of the individual bettor. Keeping a gambling premises or a gaming table is the target offense (DC Code 22-1704 and 22-1705), carrying felony-level penalties. There is no record of the District prosecuting anyone for playing at an offshore online casino; enforcement is aimed at operators. Federal law is aimed the same way under the UIGEA.

Taxes on winnings in the District
The District taxes gambling winnings as income, and its rate runs high. DC has a graduated income tax topping out at 10.75% for the largest incomes, among the steepest rates in the country (DC Office of Tax and Revenue). A sizable win can reach into that top bracket, so the local layer here is not something to wave off.
Federal tax applies on top. The IRS counts all gambling winnings as income whether or not a W-2G is issued (Argomento IRS 419), and offshore casinos issue none, so the record is yours to keep. From the 2026 tax year, under the Legge "One Big Beautiful Bill", only 90% of gambling losses are deductible federally, still capped at your winnings.
The takeaway: keep session records, because between a high DC rate and the tightened federal loss rule, the tax side matters more here than in most places, and no casino statement is coming to do the math for you.
