This trips up almost everyone. DraftKings, FanDuel, BetMGM and Caesars all run legally in Arizona, you see their ads at every Suns and Cardinals game, and it is natural to assume their casino apps are legal too. They are not. Those companies hold Arizona event-wagering licenses, which cover betting on sports and nothing else. When you open the casino tab inside one of those same apps from an Arizona location, it is switched off.
The reason is that Arizona’s 2021 gaming law authorized sports betting and fantasy contests only. It never legalized online casino games: slots, blackjack, roulette played for real money over the internet. No Arizona operator holds an online-casino license because there is no such license to hold, and the state’s tribal-state compacts give the tribes exclusivity over casino gaming, which is the main reason no iGaming bill has even been introduced.
So an Arizona player who wants real-money slots or online blackjack has the sportsbooks and their in-state casino tabs closed to them, and the offshore casinos below are what fills the gap.

Will you get in trouble for playing online from Arizona?
Arizona builds its gambling crimes around operators, but a player can technically be charged: knowingly taking a benefit from unregulated gambling is benefiting from gambling, a class 1 misdemeanor under A.R.S. 13-3304. Running or financing a game is promotion of gambling, a class 5 felony under A.R.S. 13-3303, and the bookmaking offense of accepting bets as a business (A.R.S. 13-3305) is a class 1 misdemeanor. The Department of Gaming enforces by cease-and-desist against unlicensed operators; there is no record of Arizona charging an individual for playing at an offshore online casino. Federal law aims at gambling businesses and payment processors, not players.

Taxes on winnings in Arizona
Arizona keeps this simple. The state taxes income at a flat 2.5% rate, one of the lowest in the country, and gambling winnings count as income like anything else (Arizona Department of Revenue). Offshore casinos send no state form, so the record is yours to keep, but the rate you owe on it is small.
Federal tax is the larger piece. The IRS treats all gambling winnings as taxable income whether or not a W-2G exists (IRS Topic 419), and from the 2026 tax year only 90% of gambling losses are deductible federally under the One Big Beautiful Bill Act, still capped at your winnings. Win $10,000 and lose $10,000 in the same year and you broke even at the table but still owe federal tax on $1,000.
Keep session-level records either way: dates, deposits, withdrawals, results. No casino paperwork is coming, so your own log is the only paper trail you will have.
Getting money in and out from Arizona
