Online casinos are not legal in Arizona. Sports betting has been legal since 2021, which is why the apps are everywhere, but the casino tabs inside them stay switched off. Real-money online casino play from Arizona happens offshore, and Bovada's terms refuse the state. We read each offshore casino's own terms to see which take Arizona players, and ranked the ones worth your deposit.

Facts checked against Arizona law and casino terms: 27 October 2026
This trips up almost everyone. DraftKings, FanDuel, BetMGM and Caesars all run legally in Arizona, you see their ads at every Suns and Cardinals game, and it is natural to assume their casino apps are legal too. They are not. Those companies hold Arizona event-wagering licenses, which cover betting on sports and nothing else. When you open the casino tab inside one of those same apps from an Arizona location, it is switched off.
The reason is that Arizona’s 2021 gaming law authorized sports betting and fantasy contests only. It never legalized online casino games: slots, blackjack, roulette played for real money over the internet. No Arizona operator holds an online-casino license because there is no such license to hold, and the state’s tribal-state compacts give the tribes exclusivity over casino gaming, which is the main reason no iGaming bill has even been introduced.
So an Arizona player who wants real-money slots or online blackjack has the sportsbooks and their in-state casino tabs closed to them, and the offshore casinos below are what fills the gap.

Arizona regulates sportsbooks but not online casinos, so there is no state-licensed casino app for us to point you to. The casinos above are offshore: they run from outside the US, mostly under Curacao or Panama licenses, and they take Arizona players because no Arizona law reaches them.
That comes with a real trade-off, and we would rather say it than hide it. If an offshore casino treats you badly, no US regulator will step in. The operator’s own record is your only protection, which is why payout history and dispute handling weigh so heavily in our reviews, and why we run a complaints desk on every review page and chase unresolved cases with the casino ourselves.
One name is missing on purpose. Bovada, usually our top US pick, refuses Arizona: the state is on its published restricted list, so it does not appear above. That is exactly the kind of thing we check rather than assume. For the wider picture of who licenses these sites and which licenses carry weight, read our offshore casino guide.
Offshore casinos write their own US state rules, and no two match. Bovada refuses twenty jurisdictions, BetOnline one, Red Dog two (Kansas and Michigan), and several name no state at all. Of those, only Bovada lists Arizona, so we confirm the rest casino by casino:
Arizona has a broad legal gambling market for a western state, but it stops firmly short of online casinos.
| Vertical | Status | The facts |
|---|---|---|
| Online casinos | Illegal | No legal online casino. Arizona's 2021 gaming expansion authorized sports betting and fantasy contests but not iGaming, and no online-casino bill has been introduced since. The tribal-state compacts give tribes exclusivity over casino gaming, which is the main obstacle to any future iGaming law. |
| Land-based casinos | Legal | Legal on tribal land only. Arizona's federally recognized tribes run about two dozen casinos under the 2002 (Proposition 202) tribal-state compacts, amended in 2021 to add new table games. There are no commercial casinos off tribal land. |
| Sports betting | Legal | Legal and live since 9 September 2021 under the event-wagering law (HB 2772, 2021), which licensed tribes and professional-sports franchises to run retail and statewide mobile sportsbooks regulated by the Arizona Department of Gaming. |
| Lottery | Legal | The Arizona Lottery has run since 1981 (A.R.S. Title 5, Ch. 5). |
| Daily fantasy sports | Legal | Fantasy sports contests were authorized alongside sports betting in HB 2772 (2021) and are licensed by the Arizona Department of Gaming. |
| Sweepstakes casinos | Effectively banned | No statute names them, but the Arizona Department of Gaming treats dual-currency sweepstakes casinos as illegal, issuing cease-and-desist orders to more than ten sweepstakes and unlicensed betting operators across 2025. |
| Charitable bingo & raffles | Legal | Licensed bingo and raffles run by qualified nonprofit organizations are allowed under A.R.S. Title 5, Ch. 4 and Title 13. |
Arizona builds its gambling crimes around operators, but a player can technically be charged: knowingly taking a benefit from unregulated gambling is benefiting from gambling, a class 1 misdemeanor under A.R.S. 13-3304. Running or financing a game is promotion of gambling, a class 5 felony under A.R.S. 13-3303, and the bookmaking offense of accepting bets as a business (A.R.S. 13-3305) is a class 1 misdemeanor. The Department of Gaming enforces by cease-and-desist against unlicensed operators; there is no record of Arizona charging an individual for playing at an offshore online casino. Federal law aims at gambling businesses and payment processors, not players.

Arizona’s gambling law has expanded in big, deliberate steps, and online casinos were left out of every one of them.
Voters pass Proposition 202, setting the tribal-state compacts that anchor Arizona’s tribal casinos and give the tribes exclusivity over casino gaming.
HB 2772 legalizes event wagering and fantasy sports. Sportsbooks go live on 9 September 2021. Online casino games are deliberately not included.
The Department of Gaming turns to the gray market, issuing cease-and-desist orders to more than ten sweepstakes and unlicensed betting operators.
Still no online-casino bill on the table. Any future iGaming law would have to be negotiated with the tribes first, which keeps the idea stalled.
Arizona keeps this simple. The state taxes income at a flat 2.5% rate, one of the lowest in the country, and gambling winnings count as income like anything else (Arizona Department of Revenue). Offshore casinos send no state form, so the record is yours to keep, but the rate you owe on it is small.
Federal tax is the larger piece. The IRS treats all gambling winnings as taxable income whether or not a W-2G exists (IRS Topic 419), and from the 2026 tax year only 90% of gambling losses are deductible federally under the One Big Beautiful Bill Act, still capped at your winnings. Win $10,000 and lose $10,000 in the same year and you broke even at the table but still owe federal tax on $1,000.
Keep session-level records either way: dates, deposits, withdrawals, results. No casino paperwork is coming, so your own log is the only paper trail you will have.
No Arizona law stops a deposit. The friction is your bank: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
Here are the methods the casinos on this page take and what each one can do:
| Method | Use it to |
|---|---|
| Bitcoin | Deposit and cash out |
| Visa | Deposit only |
| Bank transfer | Deposit and cash out |
| Ethereum | Deposit and cash out |
| Litecoin | Deposit and cash out |
| MasterCard | Deposit only |
| Check | Deposit and cash out |
| Bitcoin Cash | Deposit and cash out |
| American Express | Deposit only |
| Discover | Deposit and cash out |
Crypto is what these casinos are built around and the only method that is good both ways. Bitcoin deposits are free at most of them, and payouts run in minutes to hours: 2 to 6 hours at Ignition, about 15 minutes at Slots.lv once the standard 48-hour approval clears, inside a day at Cafe Casino. New to crypto? Our Bitcoin buying guide walks it through.
Courier checks still exist for the crypto-averse and still take one to two weeks. Our banking hub compares every method, and each review’s banking section lists the fees we measured.
If gambling stops being fun, help in Arizona is free and confidential, and it does not depend on where you play:
A state self-exclusion list reaches only the venues the state licenses, never an offshore site. At an offshore casino, set your limits with the casino itself: its support desk can cap your deposits or close your account.
Of the offshore casinos on our US list, 18 of the 19 accept Arizona players; only Bovada’s terms refuse the state. The list above ranks them by our review scores, with the date we last read each casino’s terms.
Because Arizona’s 2021 law authorized event wagering and fantasy sports only. It never covered online casino games. DraftKings, FanDuel, BetMGM and Caesars hold sports-betting licenses here, and the casino tabs inside those same apps stay switched off for Arizona players.
No. Arizona licenses no online casino play. Under A.R.S. § 13-3304 a player could technically be charged with a class 1 misdemeanor, but enforcement runs against operators through the Department of Gaming, and there is no record of Arizona charging an individual for offshore play.
Bovada refuses Arizona. The state appears on Bovada’s own published restricted-states list, so it will not open an account for an Arizona player. Ignition, the next best-known US brand, does accept it.
Yes, but lightly at the state level: Arizona’s flat 2.5% income tax applies to winnings, on top of federal tax. From 2026 only 90% of losses are deductible federally. Details in the taxes section above.
18 at most offshore casinos, though a few require 21. Arizona’s legal sportsbooks and tribal casinos are 21. Each casino’s terms state its own minimum, so check before you deposit.
Rules change at every border. If you cross one, here is the picture next door:
