Louisiana bettors know the drill better than most, because sports betting here was decided one parish at a time. In November 2020, voters in 55 of the state’s 64 parishes said yes to sports betting; nine said no. Retail books opened in 2021, the apps went live in January 2022, and to this day an app will check your location and refuse a bet if you are standing in Caldwell, Catahoula, Franklin, Jackson, La Salle, Sabine, Union, West Carroll or Winn parish.
That patchwork covers sports betting only. DraftKings, FanDuel, BetMGM and Caesars all run legal sportsbooks in the parishes that opted in, but open the casino tab inside those same apps and it is switched off everywhere in the state, because Louisiana has never legalized online casino games. The riverboats, the New Orleans land casino, the tribal casinos and the video poker machines in truck stops are all legal in the building. None of that reaches your phone.
So a Louisiana player who wants real-money slots or online blackjack has the licensed apps closed to them on the casino side, and the offshore casinos below are what fills the gap.

One familiar name is missing on purpose. Bovada, usually our top US pick, refuses Louisiana: the state sits on its published restricted list, so it does not appear above. Unusually, Louisiana reaches the individual online player. La. R.S. 14:90.3 makes gambling by computer a crime for any 'client', defined as anyone using a computer to access a gambling server, punishable by a fine up to $500 and/or up to six months. The older gambling statute, La. R.S. 14:90, targets running a game as a business rather than the casual bettor. Operators of gambling by computer face up to $20,000 and five years under La. R.S. 14:90.3, and from 1 August 2026 sweepstakes operators are exposed to racketeering penalties reaching 50 years and $1 million in fines under HB 53. Enforcement by the Louisiana Gaming Control Board and the Attorney General targets operators, unlicensed machines and payment channels; there is no record of Louisiana prosecuting an individual for playing at an offshore online casino. Federal law points the same way, since the UIGEA targets gambling businesses and payment processors, not players.

The legislature tries again and wins: HB 883 bans dual-currency sweepstakes and HB 53 folds gambling offenses into the racketeering statute. Both are signed and take effect 1 August 2026.
Offshore casinos send no tax forms, but that does not make winnings invisible. The IRS counts all gambling winnings as taxable income whether or not a W-2G exists (Tema 419 del IRS), and Louisiana adds its state income tax on top. From 2025 that is a flat 3% on all income, down from the old graduated brackets, and the same 3% is what the state withholds on taxable gambling payouts (Louisiana Department of Revenue).
Losses used to offset winnings fully if you itemized. From the 2026 tax year that changed: under the Ley «One Big Beautiful Bill», only 90% of gambling losses are deductible federally, still capped at your winnings. Win $10,000 and lose $10,000 in the same year and you broke even at the tables but still owe federal tax on $1,000.
The practical takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork coming, your own log is the paper trail you will have.
No Louisiana law stops a deposit. The friction is your bank: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
