Most of the country takes a state lottery for granted. Alabama is one of only a handful that has never had one, which is why plenty of Alabamians drive across the line into Georgia, Tennessee, Florida or Mississippi whenever a Powerball jackpot climbs. That is not a quirk of one game. It reflects how little legal gambling exists in Alabama: no lottery, no commercial casinos, no sports betting, and no legal online casino.
It has come close to changing. In 2024 the legislature took up a comprehensive package that paired a state lottery with casinos, sports betting and a gambling commission. It cleared the House, and then in the Senate it failed by one vote: 20 in favor when 21 were needed for a constitutional amendment. The 2025 and 2026 sessions ended the same way, with House and Senate unable to agree on whether any new gambling should be commercial or centered on the state’s tribal operator. Nothing has passed.
So an Alabamian who wants to play real-money slots or online blackjack has no in-state option of any kind, legal or otherwise. The offshore casinos below are what fills that gap.

Placing a bet reaches the player: simple gambling under Ala. Code 13A-12-21 is a Class C misdemeanor, with a defense available for a social game in a private place. Running a game is the more serious offense: promoting gambling under Ala. Code 13A-12-22 carries heavier penalties. The Attorney General's office leads gambling enforcement, focused on operators and long-running disputes over electronic bingo; there is no record of Alabama prosecuting an individual for playing at an offshore online casino. Federal law points the same way, since the UIGEA targets gambling businesses and payment processors, not players.

Alabama taxes gambling winnings as ordinary income under its graduated rates, which top out at 5% on income above $3,000 for a single filer. That is a low ceiling by national standards, but there is no special carve-out for gambling: winnings go in as income like any other.
Federal tax applies on top. The IRS counts every dollar of gambling winnings as taxable income whether or not a W-2G is issued (Argomento IRS 419), and offshore casinos send no such form, so the record is yours to keep.
