Every app in this table holds a DGE license through an Atlantic City casino, which is what makes it accountable to a New Jersey regulator rather than a Curacao mailbox. What the license buys you: the DGE investigates player complaints and can force an operator to pay, game fairness is independently tested, deposits sit in segregated accounts, and the statewide self-exclusion register works across every app at once. If a licensed casino wrongs you, you complain to a state agency with teeth. That is the standard against which everything below should be judged.
Offshore casinos keep three genuine advantages even in a regulated state: crypto banking in and out, higher table limits, and no cross-app tracking of your play. The price is that you leave every DGE protection at the door; if a payout stalls, your leverage is the operator’s reputation and our complaints desk, not a regulator.
There is also a fact most affiliates will not print: the majority of offshore casinos do not want New Jersey players. Playing at a DGE-licensed site is fully legal at 21+. No New Jersey statute targets individual players for using offshore sites, and no player prosecutions are documented. Unlicensed operators are the target: DGE and Consumer Affairs enforcement, and since August 2025 statutory fines for sweeps operators. The practical consequence of that enforcement posture is that most offshore casinos refuse New Jersey in their own terms; playing at one that accepts you means giving up every DGE protection (dispute resolution, guaranteed payouts, self-exclusion).

New Jersey did not follow the national story; it wrote it. Twice.
Voters approve casino gambling for Atlantic City, the first US casinos outside Nevada. Resorts deals its first hand in 1978.
Online casinos legalized in February; the first apps go live that November. New Jersey becomes the template every later state copies.
New Jersey wins Murphy v. NCAA at the US Supreme Court, striking down the federal sports betting ban for every state. Legal sportsbooks open within a month.
The market matures: the online gambling tax rises to 19.75% in July, and in August New Jersey becomes the first state to ban dual-currency sweepstakes casinos by statute (A5447).
Licensed apps make this part simple: they issue W-2G paperwork on qualifying wins and report to the IRS, so there is no ambiguity about whether the income exists. All gambling winnings are taxable federally (IRS Topic 419) and under the New Jersey gross income tax (NJ Division of Taxation), whether they came from a licensed app, an offshore site, or a casino floor.
Two things worth knowing. First, from the 2026 tax year only 90% of gambling losses are deductible against winnings under the One Big Beautiful Bill Act: win $10,000 and lose $10,000 and you still owe tax on $1,000. Second, offshore winnings come with no paperwork at all, which makes your own session records the only trail; the tax is owed either way.
