North Carolina went from no legal online betting to one of the country’s busiest new markets almost overnight. Online sports betting launched on 11 March 2024 under HB 347, the apps flooded the airwaves during March Madness, and within a year the state had taken billions of dollars in wagers. If you were here for that, it is easy to assume online casinos came with it.
They did not. HB 347 legalized sports betting and horse-race wagering, nothing more. The same DraftKings, FanDuel and BetMGM apps that book your bets keep the casino tab switched off for North Carolina, because the state never legalized online slots or table games. An iGaming push did build in 2025, but it lost its most important backer when Senate leader Phil Berger came out against legal online casinos that May, and no bill passed.
So the situation on the ground is a legal sportsbook in one hand and no legal online casino in the other. A North Carolinian who wants real-money blackjack or slots has the licensed apps closed on the casino side, and the offshore casinos below are the fallback.

The trade-off is worth stating plainly. If an offshore casino treats you badly, no state regulator will step in for you. North Carolina's gambling statute reaches the player: NCGS 14-292 makes betting on any game of chance a Class 2 misdemeanor, though it exempts lawful state-lottery play. Operating a game under the same statute is also a Class 2 misdemeanor, and running electronic sweepstakes machines is a separate offense under NCGS 14-306.4. Enforcement targets operators, machine rooms and unlicensed parlors, not individual bettors; there is no record of North Carolina prosecuting anyone for playing at an offshore online casino. Federal law points the same way, since the UIGEA targets gambling businesses and payment processors, not players.

The flat state income tax drops to 3.99%. Online casinos remain illegal, with no bill advancing to change that.
Offshore casinos send no tax forms, but that does not make winnings invisible. The IRS counts all gambling winnings as taxable income whether or not a W-2G exists (Tema 419 del IRS), and North Carolina adds its flat state income tax on top, which fell to 3.99% for the 2026 tax year and is scheduled to keep dropping (North Carolina Department of Revenue).
There is a state-level catch worth knowing. North Carolina taxes your winnings but does not let you deduct gambling losses on the state return, so a player who wins and loses the same amount over a year still owes state tax on the wins. On the federal side, from the 2026 tax year only 90% of gambling losses are deductible under the Ley «One Big Beautiful Bill», still capped at your winnings. So the federal deduction is already limited, and North Carolina offers none of its own.
The takeaway: keep session-level records. Dates, deposits, withdrawals, results. With no casino paperwork coming and no state loss offset, your own log matters more here than in most states.
No North Carolina law stops a deposit. The friction is your bank: an issuing bank can decline a gambling charge, which is routine and not a legal problem. Visa clears more often than Mastercard, and several of these casinos add 5 to 15% fees on card deposits. Cards also cannot receive a withdrawal.
